Bug Description

dpkg: dependency problems prevent configuration of gnome-shell:
 gnome-shell depends on gnome-shell-common (= 3.28.3-0ubuntu0.18.04.3); however:
  Package gnome-shell-common is not configured yet.

dpkg: error processing package gnome-shell (--configure):
 dependency problems - leaving unconfigured
No apport report written because the error message indicates its a followup error from a previous failure.
