I can't tell much about the system with just the above information, but your CPU model i5-7200U reminds me of a laptop of mine with the same CPU/GPU that was also very slow for many months. I can't remember what fixed my laptop, but it seems to be working in Ubuntu 18.10 now.
Can you please run this command to collect a full system log:
journalctl -b > journal.log
and this command to collect the kernel log:
dmesg > dmesg.log
and attach both files here?
