I can actually now reproduce this (and yes, the shift is initially ignored) when attempting to enter a password for my GPG key using the GNOME askpass dialog (starts with a capital letter).

So I'd say the above theory seems likely. That's... quite a catch.

I'm still -1 blocker on it for the reasons above, but we should try to fix this as quickly as possible.
