Gnome shell is sometimes slow to recognize some running apps

Bug Description
In Ubuntu 17.10 and 18.04, gnome-shell takes a few seconds to recognize that an app is running and show it in launcher and alt-tab. It does however show the window immediately in the window spread UI.
This mostly happens with electron apps especially after a cold boot.
