Bug Description
Make the panel and dock transparency configurable.
Some people prefer them more opaque, some prefer more translucent, and some prefer that the appearance doesn't change at all.
This was all configurable in Unity and it would be helpful if Ubuntu users of Gnome Shell could continue to do the same.

This actually has nothing to do with the dock/launcher.
The decision to make the panel (top bar) transparent was an upstream decision by the Gnome guys. It's just a coincidence that the dock/launcher is also transparent.
I don't like it either. Maybe log a new bug to disable or make the transparency level in the panel (top bar) configurable. Or reword this bug in that way.
