alt-tabbing out of a fullscreen game and back in causes the game to not come back fullscreen

Bug Description
Launch any game full screen on steam (Civ5 is a good example) and alt-tab. When you alt-tab back to the game it will not be full screen, but windowed and slightly down and right from where it should be. Some applications have alt-enter to switch from windowed to fullscreen and toggling that will work (0 AD) is a good example. Most do not.
