User picture on login screen is not centred within the highlight box

The highlight box around my username and photo on the login screen is not evenly padded around the user picture. See attached photo.

the duplicate states

"can be easily fixed by correcting the user icon margin setup like so using an override in ubuntu.css in the gnome-shell themes directory:

I think this was fixed although other bugs in 19.04 stop me from verifying it right now. Regardless, an artful-only bug should have been set to expire by now since it's EOL.
