Bug Description

BEHAVIOR
When you enter activities overview, and hover your mouse over an open window (or away from an open window and then back over an open window) the border around the window flickers: it briefly fades, then returns. The border also flickers when you hover over the "X" close button at the top-right of a window in Overview, and then back to the window.

EXPECTED BEHAVIOR
That the blue border wouldn't flicker (or quickly fade out then fade back in) when you move the mouse into, over, or away from the window in Activities Overview.

Confirmed. Although in 17.10 the default theme uses an orange border, not blue.

I think this is fixed in Gnome 3.28 (Ubuntu 18.04). Can anyone else confirm?
