This used to work before recent a update of several distro packages.

Currently settings are not applied and everything falls back to "Join displays" instead of "Single Display"

After debugging that a little bit more I can see that the bug is not triggered if I do not change scaling from 100% to 200% at the same time. The primary laptop display goes offline and I only have a secondary running.

If I try to go from "Scaling: 100%" to 200%, I immediately get the problematic behavior.

➜ ~ echo $XDG_SESSION_DESKTOP
ubuntu-xorg

This is what goes to syslog right after I press a button to change scaling to 200%.
