I'd suspect the recent update to:

mesa (17.2.1-0ubuntu1) artful; urgency=medium

  * New upstream bugfix release. (LP: #1716250)

I've only looked at Firefox's dependencies so far but of them all this is the only project updated in the past 2-3 days which supplies:

libwayland-egl1-mesa

Logging out wayland, and logging in the xorg session brings back
the windows buttons normally so it must be a wayland issue?

I think the specific programs you mention are X programs, so they use Xwayland.

It also sounds and looks like this is a radeon-specific problem.
