Bug Description

Panel menus don't respond to theme changes. If I change my theme to Adwaita, the panel menus are still Ambiance-themed.

Apparently this is correct. Shell theming is not enabled by default.

To enable it, do:
  1. sudo apt install gnome-shell-extensions
  2. Gnome Tweaks > Extensions > User themes = ON
  3. Gnome Tweaks > Appearance > Shell = whatever

Also, my original bug description is invalid. It describes only changing the Applications theme and not changing the Shell theme.
