Bluetooth will disappear from the indicator menu when disabled

On Gnome Ubuntu 17.04 (GNOME Shell 3.24.2)
The Bluetooth will disappear from the indicator menu if you disable it.

User will need to enable it from "Settings" to get it back to the indicator menu.

Let's merge this with bug 1595695 instead. That can cover both Unity and Gnome Shell.
