This may be related to fractional scaling (https://hackmd.io/KwQwxiAsCmCMwFoCcJiwTAHAEwSESiAbAOwDMYJcAZtWWdkA?view) that I think will be in Gnome 3.26. Maybe the scaling-factor setting lives elsewhere now?
