Gnome-Shell does not react to clicks (touchscreen)

Bug Description
When I click (tap) on Icons of the gnome-shell interface, they highlight but they don't react. Clicking into normal windows works. Popups from gnome-shell only behave like mouseover but not like clicks when clicking.
