Bug Description

I use Ubuntu 13.04 from a fresh install. I added the GNOME 3 team PPA, upgraded. There is no Keyboard Layout Indicator.

Another strange behaviour occurs when I do the following:
1. Install Ubuntu 13.04
2. Add the Gnome3 team PPA
3. Install Gnome shell

Then what happens is that the Keyboard Layout Indicator shows up, but it's not functional. It doesn't accept more than the two languages that I have chosen at the beginning, and nothing more than the English language works when I switch to other Layouts. But if I use the shortcut to switch between the Layouts, it works, it gives me the Layout I want.
Please fix this, thank you!

#1045914 is for 12.10.

Should they be separated?

Can't even change layouts with:
ubuntu-GNOME 13.04 (http://cdimage.ubuntu.com/ubuntu-gnome/releases/13.04/release/)
GNOME Shell 3.6.3.1

Will this be fixed if I upgrade to ubuntu-GNOME 13.10? I really need to change layouts!

Thank you for reporting this bug to Ubuntu. I apologize that we are not always to respond to bug reports promptly. Ubuntu 12.10 reached End of Life in 2014. See this document for currently supported Ubuntu releases: https://wiki.ubuntu.com/Releases

Please upgrade to Ubuntu 16.04 LTS and re-test. If the bug is still reproducible, increase the verbosity of the steps to recreate it so we can try again.

Do feel free to report any other bugs you may find.
