Bug Description

Ubuntu desktop 20.04.1 up to date to latest @ 31/10/2020 with kernel 5.4.0-52-generic

The dock does not allow dragging new icons on the free space of the dock
only allows to add in between 2 other icons or when the dock is full with icons it allows adding after the last one.
