Bug Description

When the taskbar/dock is located at the bottom of the screen it is near impossible to rearrange the icons within it.
I posted to a forum and one other user confirmed he has the same issue.

FYI: Links to the forum where you posted may have been helpful, as vague references to others agreeing somewhere unknown is not the same as "affects me too".

Pictures detailing what you're describing may also help, with clear instructions on how others can re-create what you find troublesome would also be of aid.

You may find it helpful to read "How to report bugs effectively" http://www.chiark.greenend.org.uk/~sgtatham/bugs.html. We'd be grateful if you would then provide a more complete description of the problem.

My experience with that matter and how to reproduce:

Ubuntu 20.04 (development) installed.

Ubuntu dock bar at the left (or right):
You can easily re-arrange the icons by dragging one of them up or down with your mouse and pressed left mouse button.
When hovering between two icons, they slide up and down to create space for dropping the icon that you want to move.

Now relocate the dock bar to the bottom edge of the screen with
Settings - appearance - position of the dock: bottom

Now when attempting to move an icon, the other icons do not leave space for dropping the moving icon, but they move somewhat in groups.

Yes we should have used this bug since it's older. But bug 1867613 is already done so let's use that.
