Ubuntu/Gnome dock not working with drag and drop

Bug Description

Description: Ubuntu Disco Dingo (development branch)
Release: 19.04 latest updates installed

To drag and drop a file to the Ubuntu/Gnome dock (favorites) is not working. For example I tried to drag the file .local/share/applications/example.desktop and drop it to favorites the result is that the starter is not created.

Ubuntu 19.04 (disco) reached end-of-life on January 23, 2020.
