Bug Description
If you position the mouse corsor on the edge of Dock and scroll, you can switch the workspace, which behaves equivalent to the scrolling on the "Show Applications" button in the corner.
I've reproduced it on other Ubuntu 18 installations of friends (all 3 I tested, at least one was a fresh installation from the official iso).
It is not important where Dock is or whether a window or the desktop is next to it. Program shortcuts have also no effect, because they end before it.
It works with a single or 2 monitors on all instances of Dock.
I use Ubuntu 18.04.1 LTS with all updates (via apt upgrade) installed and observed it for several months now. (After starting apport for this I updated again and nothing changed, no restart)

Thank you for your bug report, what's the output of the command?
- dpkg -l | grep dock
the bug is similar to bug #1719706 but that was fixed, do you use the ubuntu dock or did you install dash to dock?
