Click with the left mouse button on the file while holding down drag the
icon on the panel. The panel does not react, as the icon of the application.

what file? do you mean you are trying to dnd a file from nautilus to the launcher? what would you expect that to do?

This refers to any file. For example to move the file to the browser, go to
the desktop, grab a file, drag it onto the browser icon in the application
bar should activate the window of the specified application. It is
necessary to activate a hidden window and passing it any argument, for
example, the path to the file. Sometimes it is easier to transfer to the
browser of the picture than to look for it again in Explorer to add in some
field.

There is an upstream gnome-shell request about that on https://bugzilla.gnome.org/show_bug.cgi?id=644422

Unsure if fixing it for gnome-shell would fix it for the dock as well though

My apologies for worrying all the subscribers, but I would like to draw attention to this bug due to approaching of the LTS release. Implementation of drag-and-drop through the launcher in Unity7 is just perfect. Thus, drag-and-drop is an important part of the workflow for users of Unity7. Many of them will migrate to the new LTS soon, and they will definitely lack the option of drag-and-drop through the Ubuntu Dock.
So it looks quite important to implement this option in 18.04.

I am still having this problem. Ok how does it no longer effect Ubuntu?
What is the fix for this bug?
