tiling only triggers if window is dragged from titlebar

When you drag a window from the title bar title works as expected. However, if you use the "window action key" to drag a window from elsewhere tiling does not trigger. I've attached a screencast to show the issue.

This works for the gnome half screen tiling so I would expect the same behaviour with the tiling assistant.

Same issue is using touch, IIRC the last time I tried there was not a simple way to get the "grab-started" the events from the shell in this case, but I need to check better
