Fractional scaling causes icons on desktop to become unselectable

Bug Description
On Ubuntu 24.04 LTS running with NVIDIA RTX 4080 connected directly to three monitors of different resolutions:
Left monitor: 1920 x 1080
Center monitor: 3840 x 2160
Right monitor: 1920 x 1080
Enabling fractional scaling, setting resolution to maximum on all displays, choosing 100% scaling for lower-res monitors and any resolution above 100% (150%, 200%) for center monitor causes the following issues:
1. Right monitor does not permit icons to stay on the desktop
2. Right-clicking on right monitor yields a shortened menu with "settings" and "display settings" only
Left monitor remains unaffected.
Scaling right monitor to 125% solves above issues but results in new issue:
1. Some but not all icons on the desktop become unselectable by mouse / unmovable / unclickable. Selecting by keyboard (CTRL+A) remains possible
2. Moving one icon around the desktop causes previously selectable icons to become unselectable
