Updating keymap information does have no effect

Bug Description

My girlfriend's laptop should be using the Norwegian keymap. I think I used 'German' when I installed Ubuntu on the machine.

I reset all her gsettings involving '*key*', added the Norwegian keymap in the keyboard capplet and according to all the information I have on the system, it should be using Norwegian:

Still she has to deal with a German keyboard. ('setxkbmap no' works, but it is just for the current session.)
