Screen dims immediately after mouse movement stops when "Screen - Turn off after:" is set to "Never"

Bug Description

Go to System Settings -> Screen -> Turn off after: and set to never. Instead of never turning the screen off it now starts to dim to turn off the screen whenever you stop moving the mouse.
