Bug Description

Summary: When system boot up with VGA/HDMI cable plugged, then switch display mode will show mirror mode twice

Steps to reproduce:
1. Device connected to a LCD monitor with VGA/HDMI cable
2. Boot up this device
3. System enters ubuntu then the screen mode will be "Mirror" mode
4. Press FN+F3 to switch display mode

Expected Result:
Display modes should be "Mirror mode" -> "Extended mode" -> "Internal only mode" -> "External only mode"

Actual Result:
Display modes are "Mirror mode" -> "Mirror mode" -> "Internal only mode" -> "External only mode"

If connect VGA/HDMI cable after system boot up then it won't have this issue.

when hit Fn+F3, the unity dash appear or disappear always, and video mode is not changed.
