If the gdm selection is the authoritative one, can I suggest that the Gnome keyboard preference panel warns the user that their preference may be overridden by gdm on the next login ?

If there was some warning, at least when they change their Gnome keyboard preferences to remove $GDM_KEYBOARD_LAYOUT from the list, it would save some confusion.
