keyboard layout changes when restart

Bug Description

Binary package hint: udev

I'm usin Ubuntu 9.10 since it was launched, on my Acer Aspire 5315, and for about 5 days each time I restart or log out/in. My keyboard layout changes to "EEUU". So I have to go to keyboard/layout, and set "spain" ( my keyboard distr). It doesn't make any difference if I hit the "Aplica a todo el sistema..." button.

gdm adds the layout used in gdm to the gnome settings. I setup a user with 'password not asked on login', this user never got a chance to tell gdm that he wanted a different layout and it was quite hard to figure out why the gnome defaults kept being reset.
