gnome-settings bluetooth connection slider requires multiple clicks prior to enabling

Bug Description
When connecting a paired, or unpaired bluetooth device to my laptop, the toggle button for enabling a connection for a device, appears to reset after being clicked as though refusing to connect. After clicking about 4-6 times it will eventually connect. However this user experience seems rather unpolished and confusing. For clarity, the device eventually pairs, however it appears to need 4-7 tries of clicking the connection slider.
This bug is not always reproducible and sometimes the device connects immediately. I would say however about ~75% of the time the issue occurs for me.
I am on a thinkpad X1 Carbon 6th gen.
I have attached a 30s screencast to show the issue occurring.
I submitted though the ubuntu-bug cli so i believe the pertinent debug info will be appended. I can provide more if need be.
