Bug Description

(Similar to https://bugs.launchpad.net/dell-sputnik/+bug/1510344, except that it happens on MATE)

On my system, an XPS 9380 with Linux Mint 19.1 (based on Ubuntu 18.04), the keyboard backlight turns on after logon, even if it's set to be off in the BIOS.

The workaround suggested in https://ubuntu-mate.community/t/keyboard-light-keeps-turning-on-after-login-and-or-unlock/6914/28 works:

```
perl -i -0777 -pe 's/allow (send_destination="org.freedesktop.UPower"\s+send_interface="org.freedesktop.UPower.KbdBacklight")/deny $1/' /etc/dbus-1/system.d/org.freedesktop.UPower.conf
```

however this is not a fix.

Can you elaborate a bit on how to check this? I don't understand the question exactly.

In absence of the workaround, the backlight turns on after I login.
