Hotkey bound to paragraph/section key also triggers on s key

Bug Description
I've been trying to bind a keyboard shortcut to the paragraph key on two different computers with Swedish keyboard layouts.
In the Swedish keyboard layout the paragraph key is just below Esc, to the left of the 1 button, and shared with the half-sign, so § and ½ on the same button. In other words it's close by and handy for hot keys, while still being very rarely used for anything you need to write.
The problem is that whenever anything is bound to that key using the global keyboard shortcuts from the settings panel, the action is also being triggered when pushing the s button as well, which makes it impossible to use.
Following the Hotkeys Troubleshooting guide I've made sure to attach the log files requested, with the shortcut in place (it took a few attempts at getting them all while being unable to use the s key :) ).

The bug report is generated from a virtualbox guest, running virtualbox 5.2 with guest additions 5.2.1.
The same issue occurs in the exact same manner on a Sony Vaio Pro13 running regular UEFI boot into Ubuntu 17.10 as well, so it is not very likely to be related to running in a virtual machine.
