gnome-shell freezes for 25s when logout/shutdown (if USB camera is plugged in)

Problem: When I click on logout/shutdown option in gnome-shell topbar menu DE freezes for 25sec before providing correct overlay (logout/shutdown window)

Gnome: 3.26
Ubuntu: 17.10

Tried unplugging camera, problems are gone. Cheese is starting instantly (with camera plugged in 33 seconds), shutdown/logout are instant (with camera 25- 30 sec, didn't measure exact time).

More strangeness. Open the users panel in control center with a webcam takes > 20 seconds. If I rmmod uvcvideo then it opens immediately.
