Bug Description
[Impact]
I am unable to change keyboard layouts with the help of modifier shortcuts assigned from the list. Most frequently I used to use only Right Shift for layout switching, but tested also all the other options from the menu and none of them work.
This has major impact on users using multiple keyboard layouts (myself using up to 5 typically) and switching between them quickly is important.
Though there are bug reports for earlier versions also, some of them marked as "Fix Released", the issue persists in Ubuntu GNOME 15.04 w/ GNOME 3.14.
[Test Case]
Fire up GNOME Control Centre > Keyboard settings > Change options for layout switching using modifier keys (pop-up menu appears) > add desired function
