Cannot modify the command (not keybinding) of a custom keyboard shortcut in latest 14.04

Bug Description
I have made custom keyboard shortcuts by choosing system settings -> keyboard -> shortcuts -> custom
It gets called when I press the assigned key, but now I want to edit the command, since there was a typo or because I want to modify it.
I click on the entry. Up comes a dialog. I edit the "command" field, and click "Apply" (the only other option is Cancel).
The dialog disappears, as though successful, but the shortcut isn't changed.
When I click on the entry again, I get the old version, before my edits.

Oh, I think it's a bit worse than that.
Maybe this is a separate bug: When I edit the NAME of an existing custom shortcut, it gets assigned the keybinding of a DIFFERENT existing shortcut.
I think everything is getting scrambled around.
