Bug Description
On Ubuntu Gnome 14.04 after every reboot my Keyboard Layout is back to US again.
Under "Region & Language" --> Input sources the list only shows German. No US
whatsoever.
A workaround is to add any other Keyboard Layout and then remove it right away.
Then the German Layout is active. Is there a way to script this.
This error persists on the next reboot. I think the setting is only saved in
memory but not on hdd.

Update: The error is not limited to Gnome. This also occurs when using unity.
