gnome-settings-daemon-localeexec is not started on login

Bug Description

The gnome-settings-daemon-localeexec does not start when I login so the settings are not applied and not even stored, not only the theme, but also the enabled extensions and others.

Its not a problem with the user I am using to login, it also happens if I create new users.

My findings are that gnome-settings-daemon receives a SIGTERM when I login, shutsdown and it does not start again.

I understand that this is not the intended behaviour. Should the SIGTERM be sent to gnome-settings-daemon in the first place? If so, why isn't it started again?

I've attached the syslog with gnome-shell debug enabled. You can see gnome-settings-daemon starting, but not dying.

I've been able to capture the gnome-settings-daemon debug output just in case it is useful.
I also have one with strace output I'll post it if you request it.

As a workaround I've added gnome-settings-daemon-localeexec to the list of programs that start on login.
