on bootup wrong keyboard layout is recognized

Bug Description

This is a regression.
I have two keyboard layouts activated, the Dvorak and the English US. The Dvorak should be the default keyboard. That is the way I have it set up, and it shows up in the task bar on top as En1, which is the Dvorak.
However, when I start to type, it starts in QUERTY.
??
To correct this, I go to the task bar (where it shows EN1, or Dvorak), re-select the Dvorak, and then everything is fine.

I have another minor problem which should probably go on another bug, but happened at the same time.
CTL-ALT-T doesn't bring up the terminal any more. No matter what keyboard I'm using.

After upgrading 13.04 to 13.10 this problem affects me too.
I use French keyboard layouts, but Unity always in English keyboards layouts, even if i have removed it in system config.

French keyboard is selected but i have to select it again and it works.

I have the same problem since upgrade to 13.10, except that in my case it happens randomly (so far, about once every two boots). Note thate the problem isn't present on the login screen, only after starting Unity. Haven't tried other DEs.

I have only one keyboard setup set, which is french (AZERTY) and when the system starts in QWERTY, I have to manually select the french keyboard that is already selected (and which is the only one listed) in the new indicator that ships with 13.10.

I have the problem only with Unity sessions, not with Gnome sessions. The problem appears at the first login : it disapear if I close and re-open my session without changing the keyboard selection.

Just to give some precision:

when I display the "Présentation de l'agencement" (keyboard layout or layout presentation or whatever) who displays a keyboard, its a french keyboard which is displayed and when I hit the left corner alphabetical key on the keyboard it shows that the left corner key is hit and that it is an "a" but in all programs it's a "q" which appears.

And when I deselect and reselect "French keyboard" on the new keyboard icon (and french is the only one that appears as a choice in this icon), then the keyboard is correct.

Same problem.

It is likely to go back to qwerty when the layout is changed via keyboard layout change shortcut. When you change it with Super+Space it is often stuck on one keyboard layout and sometimes it corresponds with the selected layout, sometimes not.

Same problem with Italian and English (USA) layout.
After booting up Italian layout is showed in the panel and selected, but the real keyboard layout is actually English (USA).
Selecting the Italian layout in the indicator (even though it's already selected) correctly sets the layout.

I have managed to somehow fix this by installing a different greeter: `lightdm-gtk-greeter`. You get a "not so fancy" greeter (see [1]), but It gives you the right keyboard config.
So the problem should be on the default greeter used...

After a second fresh install I still had this bug. But I also noticed a crash report for ibus on my first login. So what I have tried who seems to have fixed this :
 - delete the ~/.config/ibus folder
 - launch from the command line ibus-setup and check the "Use system keyboard layout" on the "advanced" tab.

I don't know which one of these two actions resolved the bug, but so far, my keyboard layout is the right one. If someone else can try and confirm that.

As YoBoy I deleted my ~/.config/ibus directory and it seems to work fine. I didn't need to launch the ibus-config command.

Same issue with 14.10.

I used ibus-setup:
 - checked "Use system keyboard layout" in "Advanced" tab
 - removed "English" in "Input method" tab

It works.

I'm affected too on Ubuntu 14.04, in fact the keyboard is correctly configured on "Azerty" (fr) on lightdm, but it switch to "Qwerty" (en) when the desktop (Unity) starts. I have only the "Fr" as possible input mapping in the config panel. I must select the "Fr" icon in the top bar and click on "French" again to have the correct mapping for the keyboard.
