No notification whatsoever when file received via bluetooth

(I have no idea which package to report this against)
Until 12.04, when a file was received via Bluetooth, a popup window used to appear notifying of it. This was a wrong way of notifying and it was very buggy, but now we have the opposite problem: NO NOTIFICATION AT ALL.
The correct behavior would be to show a "baloon" notification like the ones that appear on the top-right corner of the screen, as every other kind of notification (e.g. low battery, network connection/
