keyboard shortcuts do not allow definition of custom shortcut

Bug Description

I upgraded from Ubuntu 12.04 to 12.10. The custom keyboard shortcuts I defined in 12.04 are gone. Ubuntu 12.10 does not allow setting of custom shortcuts.

Open gnome-control-center keyboard, goto Shortcuts->Custom shortcuts. I can only add new lines, but the shortcut always appear as "disabled". Backspace does not do anything either.
