Screen brightness control only switches between 'off' and lowest setting

Bug Description

With the brightness setting anywhere under about 80% the backlight of my netbook turns off, everything over that is what appears the lowest setting and the three steps available (i.e. don't turn off the backlight) don't change the brightness at all.

This started after a battery discharge while connected to an external monitor.

Hardware: Asus EeePC 1005PE
OS: Ubuntu 12.04
