Steps to reproduce:
At login prompt change to gnome classic.
Open a browser, go to youtube.com and select a video.
Click the 'Full Screen' button to maximize.
Gnome panel should disappear, instead it's still displayed.

As a workaround before playing any videos on full screen, set the gnome panel to hidden. It will still show a 1px white border though. |
