gnome-session dialog could use gnome-power-manager

Bug Description

Enabling or disabling this setting:
System > Preferences > Login Window > Local > Show Actions Menu

..should not enable or disable the Actions (Shutdown, Restart, etc) on the Quit/Shutdown window.

Only the Login Window should be effected by this setting change.

One may desire increased local security but may not wish to loose the convenience of an easy shutdown/reboot. ;)

Closing, as this is ficed. gnome-session uses Consolekit for shutdown/reboot and gnome-power-manager for suspend/hibernate
