"Remember Currently-Running Application" fails to work

Bug Description
The "Remember Currently-Running Application" button in "Startup Applications" says that the session is remembered when clicked, however does not restore the running session next login - the session starts blank as normal.

In addition, I cannot reproduce this bug: the session is really remembered when I click this button and log out (This is on a 10.10 install). Thus, I'll mark this bug as Invalid.
