Not sure I agree with the bug importance assignment here. I experience the bug as well, and it took a bit of time to work out what was going on, and the consequences can be serious.

If the toolbar is configured to auto-hide, it's actually impossible to see anything happening at all when you choose Quit (or hit the power button).

If you are not eagle eyed enough to spot the icon appearing in the toolbar, and know that that means a window has appeared behind the others and that you can raise it by clicking on the icon then you have no choice but to hard-shutdown the machine, since it's impossible to get to any shutdown controls. This in turn creates problems elsewhere.

Indeed when I first experienced the bug, this is exactly what I did, seeing no alternative.
