session manager does not store running applications on shutdown or restart

Bug Description
Ubuntu 8.10
Session manager - previously fully functional in 8.04 does not remember running applciations on exit or restarting the pc. Even when specifically using
System > Preferences > Sessions > Options >
- Remember currently running applications.
Expected: running programs to restart when I logged in next time
Nothing happened, I got a new session.
