Default Ubuntu (gnome) desktop doesn't follow systemd-inhibit

Bug Description

Steps to reproduce:

(1) Open terminal
(2) Run command

    systemd-inhibit --what=idle:sleep --mode=block sleep 1h

(3) Wait

Expected results:

The screensaver or system sleep (S3) shouldn't activate within an hour.

Actual results:

Screensaver activates after the default delay.

If you're using Wayland then the issue is bug 1740771 (https://gitlab.gnome.org/GNOME/mutter/-/issues/20)
