Bug Description

Running ubuntu in wayland won't migrate to yaru

[ Test case ]

1. Run bionic with ubuntu wayland session
2. Upgrade to cosmic
3. Login (in wayland mode), default theme should be now Yaru

[ Regression potential ]

No migration is done to yaru at all in any environment
