"Shut down" in unity-2d-panel does not work after upgrade

Bug Description

I upgraded from 12.04 to Trusty, and when I did so, the "shut down" button did not work.

That is, no dialog appeared after I pressed it.

Investigating further, it appears this issue is in GNOME:

$ gnome-session-quit

** (gnome-session-quit:16622): WARNING **: Failed to call logout: The name org.gnome.SessionManager was not provided by any .service files

affects: unity (Ubuntu) → gnome-session (Ubuntu)

I am not able to reproduce this in a Trusty VM. I can shutdown both from the menu and using "gnome-session-quit".
