Suspend button in shutdown dialog does nothing (one on menu does work)

Bug Description
I I press the power button on my laptop it pops up the shut down dialog which has options "Suspend" "Restart" "Cancel" "Shut down". If I press Suspend, nothing happens. However, if I press suspend on the "cog" (session-indicator) menu in the top right of the screen it works as expected.

Note, the dialog is not the same one that I get if I click shut down on the cog menu. IT only seems to appear when I press the power button.
