After upgrading from 9.10 to 10.4 beta 1 I found that the Lock screen when screensaver is active option had been turned on.

Turning it off restored normal behaviour.

We turned the option on by default (following upstream behaviour), so that is expected and is not a bug

This was an upgrade. Surely the default is for new installations, whilst upgrades should accept the user's previous selections.
