gnome-screensaver-command behaves differently than xscreensaver-command when screen is locked

Bug Description

xscreensaver tries really hard to prevent unwanted way of unlocking the screen. For example, xscreensaver-command -deactivate simply "pokes" for user activity and -exit does nothing when the screen is locked.

gnome-screensaver-command, whose interface is similar to xscreensaver-command, does not care whether the screen is locked and will happily unlock it with --deactivate or --exit.

This may be surprising for someone expect xscreensaver-like "secure" behaviour from gnome-screensaver.
